Whoops! Fumebag, guess what I just went and threw out! 
The article said they were from defective condoms from the manufacturing process. Since they test them all, some are bound to break, so it's a way to recycle. Think about it. How difficult would it be to sift through rubbish or walk down the street looking for used condoms?
Now, just how much trouble did you go to to find this??? UGH

Not a bit. A friend sent it to me in an email, which was probably sent to her in an email.
Fumebag, before final disposal I decided to retrieve the hair elastics to do a test on them. I had two packages of covered elastics, cut one from each package. Inside there were only rubber bands and so I can keep them after all. If there was any choice, I would buy hair elastics from other countries because I'm avoiding products from China these days due to their toxicity in so many cases, but go try to find hair elastics made anywhere else--not easy!
